Opening address by the Chairman

(Dr. Klein)
Thank you for having this meeting. I think we made a lot of progress since our last meeting. I continue to be impressed with TEPCO’s openness and honesty and frank discussions. As you know, we’ve stated before, our committee will be very blunt and frank and open with our comments and recommendations and we appreciate the openness that TEPCO has provided. And we look forward to hearing your comments and your updates today. And we look forward to continuing good progress.

I just would like to repeat what Dr. Klein has said, which is that we have worked very hard in the past two months, and we can see that we are getting very good support from TEPCO and from the task force that has been assembled. And we’re looking forward to continuing our work in order to achieve our goal, which is to help make TEPCO the best in class with respect to Nuclear Safety and Security. With respect to the self-regulatory subcommittee, I’m going to report on that later, but I wanted to say that during this period, we have looked at the self-regulatory functions in various other nuclear power plants in other countries, and have been working hard to find an appropriate way to recommend to TEPCO, but we will talk about it later in the meeting, I believe.

I was responsible for considering technical matters. I handled investigations that were based on looking into why the accident at Fukushima Daiichi Nuclear Power Station occurred and what would be the best way of dealing with such incidents, with an eye to producing findings that would be of use not just to Japan but everyone around the world for preventing the recurrence of such an accident. Over the course of a month and a half the investigation team and I confirmed factual details and exchanged views on technical countermeasures. My sense that at this stage the work I have been overseeing is complete.
(Mr. Sakurai)
I oversaw investigations into corporate ethics as well as disaster prevention and crisis management. I conducted an on-site inspection of Fukushima Daini Nuclear Power Station and exchanged views with parties there and elsewhere. I also had Tepco's Nuclear Reform Special Task Force create materials on certain specific information that I requested, and received their energetic cooperation. I am handling these tasks with the understanding that the most important perspectives to have in mind are how to implement whatever is decided upon and being able to sustain that continuously for a long time. My understanding is that I will continue to contribute for some time in certain areas including drills, training, personnel matters, and other particulars.

In regard to the international activities, it’s very important that you continue your active participation in the international arena. Being a technical person, we are all very anxious to understand more of what happened at the accident, so that we can prevent those from ever occurring again. So it is very important that TEPCO continues its participation in international conferences in a very open and transparent way as you have been in the past. And we look forward to hearing from TEPCO today.
